I suspect the main problem might be not at the UK border, but with the airline in Spain, which might refuse to board her on the plane... (Definitely do not go for low cost airlines, EasyJet etc is known for making troubles)

EU citizens still can exit/enter UK with national ID for now, so if you have it (DNI) and travel in Europe then you do not need passport.
However, is not it that Spain does not allow for dual citizenship?

You can apply once 12 months passed after the "deemed" day of acquiring PR (i.e. not after the date on which PR was issued, but the date listed on the letter they sent). Settled status does not re-set the count.

There is no requirement of knowing a child for at least 3 years.
It is only required for adult applications.
You need one referee who knows a child in professional capacity - someone from nursery should do. Another one can be a family friend.
