You could call your embassy and ask for an emergency replacement passport (or country ID, if you travel within EU), or some other emergency travel document. As far as I understand, applying for transferring your residence to a new passport is treated by UKBA as a fresh application. I.e., you will have to submit all the documents as you did first time for EEA 2, pay £55, and then wait for up to 6 months.

I know of old parents of friends who do not drive and did not have state DL or ID, and had no problem with citizenship. "Identification" does not mean "state ID". But bring something. As a minimum, bring your passport (of your current citizenship).
