Just a suggestion, need_a_tier1: see if you have any success using a different browser. While the consulate website advises using Microsoft IE only, the OCI site includes Chrome and Firefox too.

@need_a_tier1: The prefixes in file ref nos. may have to do with the country of application. Great Britain: GBRLI#######, Canada: CANTI#######. The new OCI system is certainly not up to scratch!
