Dear Rao, Supposinig Yodiyokun is correct (and I am sure he is..), you can do one the best thing is try to get the advertisment cutting for the post same as you hold, which must be mentioning the requirement of the applicant, and it would have stated that Certian Degree is required for this position...

dear asprirant,

It requires your own hand written signature (autograph) and date of the day when u r sending the form or in other words when you are filling the form.

Date on my approval letter was 7th June and I recieved my documents back here in Ahmedabad on the afternoon of 14th June, exactly in a week's time. Why don't you go in your area post office and inquire about it?

I think you had said that you are from Delhi, in that case u have nothing to worry. And even if u r in Mumbai or western zone, please leave your worries aside, as HO sends the documents in a plastic lined envelope, so water would not damage your documents as such.
