In accident compensations it is possible to file the claim withing 3 years since accident happened. Probably it is the same in immigration.

I would go for a) -it will save you money and probably time. If appeal will be still dismissed, go for b). 3C will continue apply in both cases. You cannot submit a new application if there is appeal pending, but you can submit further evidence (10 years period pass in your wife's case).

You do not have the old card anyway. Send a new one and explain everything in covering letter. They should have this info in their system, but make it easier for them - explain.

Do not panic. I know it easier to say than to follow the advise. At least try not to panic. Covering letter has been made a "big thing" by people who charge money for writing it so they make others think that only chosen can do it. In some cases it is true (if you apply for a good job etc)...

Book your re-delivery with DX. Explain to them how to find your address if it is not straight forward. Some people said they picked their documents from DX depot. I could not find this info on their website, so simply booked a re-delivery for the next day.

DOB? Did you mean birth certificate? The number is 0151 213 4288. But this number was on my letter from the unit which requested my documents. The person cannot travel abroad during the time the application is considered by HO. It possible to use Nationality Checking Service for applying for BC. So you might want to use it in future. I am not sure if they do the same for ILR applications. Check with them. They take copies of all paperwork ...

Update. Yesterday I phoned to HO. They told me, that they will make a request to the right department, and, if I will not hear from them in 2 weeks, I need to call them again on the same number to find out about the process of my birth certificate returning. We'll see.
