I think you are checking your wife fees in over 18 and applying separately i.e. 1545

Yes 12 months period is for main application. Please read the Point 44 from the pbs dependent policy guidance

As per current rules, since 14th June 2012 the dependent required funds are 600 if you are in the UK for more than 12 months.
