It won't be free. Application fees of each applicant is same. You can only save some money as all the documents will be sent togather. You are right because judgement/calculation is based on your gross income. You should use Payslips and Bank Statement to claim points under PE section.

You should also use Indian salary too in summation but keep your Band as A because earnigns were made when your were in UK.

I have not seen BHC rejecting application when primary is applying alone with GBP 2800. However, they (BHC) has right to reject any application, but they don't do.
