The one and only problem is your job Level, which is 3". According to the guidance your job MUST have to be NQF level 6. Ask your employer to find a suitable SOC code which is level 6.

U can try with UK Naric but did they say that they will find some solution to your problem? I mean they can only confirm that your degree is equivalent to UK degree but I don't think they can help you to get comparison of English skill.

Your partner can shift to dependent visa but have to return to his home country and apply from there.

you should mention your 3 points on your application then it will not be a problem. No need for IELTS if you hold UK degree and as i mentioned earlier, you also do not need payslip as it mentioned on guidance. If you follow the link posted on my last reply you will be clear regarding payslip.
