I have EU family residence permit from another EU country. This is not accepted to enter Ireland.
Make sure your card says RESIDENCE CARD and not residence permit!!

Ok thanks for guiding me through. The RFA1 is for Correction of Details who are already registered. As far as I understood I have to apply for RFA form and my EU spouse for RFA as well as EP1 form. Yes, that's correct.
And incase you your card reader is lost/broken, you can get a replacement for € 5.5/- :)

Check the social welfare website. When you click on an office address, it will show the areas covered by that specific office. If you see Donegal is covered under any social welfare office in Dublin, then Yes you can apply in Dublin. Just a thought, is it possible to apply for a PPS number in Dublin...
