Baby for a EU citizen

Hi,
Myself (EEA dependent) and my wife (Italian resident) just had a baby, and we would like to apply for a visa for him.
Not sure what's the right route to take.
Any help would be greatly appreciated!

A bit of an odd question - how many documents should I provide in the proof of residence section?
I have provided a Council Tax bill for 2011/2012 and 2013/2014, will that be enough?

We do not have children yet.
I prefer doing it asap since we are living in the UK and I don't have EU passport (submitting now to EU card, but it takes months to complete, I prefer to try and acquire citizenship).

I spoke to one of the immigration law-firms today, they charge ridic 1500+vat to help with this process.
