If it was true that in 2011, according to direct.gov.uk, family members of nationals of Turkey could claim certain benefits, and it is not true now, does anyone know what law or regulation changed this?

Or am I misreading it and it was never the case?

Very similar language is on the nidirect.gov.uk site, and a 2011 archive of direct.gov.uk, but I have not yet found similar language or clarification on the current gov.uk site. The ILR was granted in this case. Either it wasn't a problem after all, or it simply wasn't noticed. An immigration advisor recommended answering No to question D7 because it would not have been considered overstaying. I have my doubts whether that is technically correct, but there were no questions...

The ILR was granted at the PEO without any questions about the visitor visa. Thanks to all who helped with answers. It was mentioned in the cover letter, so that might have answered any questions if they had any.

I found the answer to my own question. The application was sent with only what was asked in the the application itself, so with no documents as evidence of dependant living with spouse. A few weeks after sending the application, then providing biometrics, the Home Office sent a letter, labeled ICD.4...

Can the spouse of an LR ILR applicant who applies at a PEO apply with FLR(M) on the same day? Or does the spouse have to wait for the ILR to be actually granted to apply (and perhaps apply the next day) ? or wait for a BRP to be issued before even setting up the appointment?

OK, thanks both. It looks like this post by vinny has the details about the change in April 2014 which makes it irrelevant when the original PBS dependant visa was applied for with regard to LR based ILR dependants.
