when you been on 6 years Discreationary leave are you excempt from life in the uk test when applying for ILR

WHEN MY HUSBAND COMPLETE 6 YEARS OF DISCRETIONARY LEAVE NEXT YEAR
WHAT FORM DOES HE USE FOR ILR SET(O)OR SET(M)

My Husband second Discreationary leave visa runs out in 6 months time,He is gonna apply for ILR,does he need to support him self by working or me support him.
prior to application,does the income threshold of £18,600 apply to him

So before my husband applies for ILR,Employment would be ideal from ethier one of us or both or savings,

SINCE 2008
FIRST DISCREATIONARY LEAVE 2008-2011
SECOND 2011-2014

So when my husband applies for his ILR do i need to be working and earning £18,600,what if i dont get a job and on jsa will it affect his chances of getting ILR
