Edit: As they hold a permanent HK ID card, they are currently a citizen of the Hong Kong SAR of the People's Republic of China, even though they do not hold a HK SAR passport. A parking ticket is a PENALTY CHARGE NOTICE - it is not a FPN.

No declare.

But you may want to read parking and bus lane signs better.... I use bus lanes (when not active) and park all over the place (when allowed) all the time and never get tickets ;)
