Certainly in UK, and most likely Ireland too, it's illegal for recruiters/agents to charge candidates for their services.

Your wife isn't an EU Family Member on the face of it as you appear to be British in UK on UK immigration route.

It's a tick box application, if it's all ticks, the visa is granted. So it's proof of having met, being free to marry, being able to afford it, and having somewhere suitable to live. Why not get married - would make things much easier. The unmarried partner visas in UK were only introduced for Filipinos, Philippines being staunchly Catholic permitted no divorce.
