Calling every 15 min is not enough to get through. It might take from several minutes (if you’re lucky) up to an hour of continuous redialing sometimes. Keep on trying.

you should send the document by post as additional evidence. just email them explaining the situation and ask them not to examine the case until the document reaches the HSMP team. you can also fax and email it scanned, but they only process original documents.

I wrote to the HSMP team today asking if my caseworker returend from her leave, so that I can clarify what is going on in my case. Here is what they answered:

Dear Applicant

Your documents have not been posted out yet as the caseworker is still
processing the case.

confused situation

I applied for HSMP in July. On August 16 I called them to ask about the status of my application and I was told that they are still checking my work experience and that a decision would be taken in few days. I called them today again and they said that my application was refused and all the document...
