I think the problem faced is that Indian ruppee is not fully convertible. I think you need to check at the airport exchange office how much money they will legally let you carry. Rejected in June 2004 after urgent treatment

Re-applied:
Application reached on 30th June.
Decision taken on 7th July.
Papers received on 16th July.
Result: Granted HSMP status!!
