I recently got my passport renewed with address change. I submitted bank statement and BSNL telephone bill as permanent address proof (all in originals).

No issues, you will be certainly receiving the passport in 4 weeks time. Visit HCI after 4 weeks. Pls go there in the evening to the Passport Collection Section and give the receipt to them. Hi,

I applied for renewal on 21/11/2013 and received my passport on 23/12/2013. You should be able to get by 4 weeks of time.
