Your wife apply as a family member of a self sufficient eu citizen with enough financial resources for at least 2 years. Thats no reason to refuse a residence card. They can check after 2 years if the preconditions are still met if they want.

The paper is the receipt for the necessary registration of a family member of a eu citizen with the Ausländerbehörde. The next step is either a residance card or a refusal in writing. The 6 month are the max time they can use for a decision due to directive 2004/38. In my opinion they have no chance...

The uk immigration cannot withdraw the right of free movement inside the eu/eea area from a family member of a eu citizen.

Forcing the spouse of a eu citizen to leave the whole EU/EEA cannot be legit.

Your wife need only a visa for entry the schengen room and not for staying if she accompany you. Normally the entry country is responsible for the visa. In your case you simply changed your mind about the travel route afterwards.

If a address, town, city is known the local resident registration office (Einwohnermeldeamt) should have at least the status of the citizenship at that time.

You can apply for a visa for the family member of a eu citizen from the austrian embassy for your baby. The question is if the austrians are willing to follow the eu rules to the book.

There is no border control between schengen countries. You would have to enter a non schengen country and than reenter schengen to get your visa stamped.

If you have he the right to stay your wife has the right to stay. Normally your wife has the duty to register her presence as a family member of a eu citizen in germany at the Ausländerbehörde in the first 90 days. In the first 90 days there are no preconditions. Show them the eu directive.

You could tell them its illegal to stay in Germany without a valid passport. Brits don't have a ID-card.

The rule is join or accompany. Independently if a visa is used or a visa exemption.
You could pick her up at the uk airport if you want to be on the safe side.

What is the sense for the family permit.
As far as I understand the rules the Aufenthaltskarte-EU from germany is still valid.
