As long as your wife has only the slovakian citizenship you simply cannot join her under austrian law for austrian citizen.
It makes no sense for her to apply for the austrian citizenship first because it takes a lot of time and the austrian way of joining is much more harder than the eu route.

What would be the sense for a slovakian to apply for the austrian citizenship? Its harder for an austrian to get his spouse from a non eu country to Austria. You are legally obliged to register if you are planing to stay longer than 2 month at a place. If it is not forseeable how long you stay at a place registration should be also possible. Maybe you mixed up things. A EU citizen doesn't have to register his presence at the Auslaenderbehoerde (Foreigners Registration Office). It was necessary before 2013 but they waived that duty. If you are a EU citizen you cannot get a residence permit. Its simply not provited in germany. The only thing you need is a registration of your address at the Einwohnermeldeamt. The wording is Wohnsitzanmeldung.

You can try to get a exemption from the A1 certificate. Write a mail to the german embassy in London and ask about the circumstances.

You are allowed to work under a residence permit. You have to register your address/residence at the Einwohnermeldeamt. Sometimes also called Buergerbuero or Amt fuer oeffentliche Ordnung. Thats all you have to do as a EEA/EU citizen. He has to travel via UK to benefit from the visa waiver program.
The visa waiver program is not applicable without a entry stamp from the UK on the uk visa.

If your husband is not accompany you and not waiting in the UK the directive doesn't apply anyway.
You have to queue up in the non-eu line.
Luckily your american passport give you your own right to enter the uk.
If you have to fill out a landing card you should ask beforehand.

If a parent is entitled to reside in Northern Ireland without any restriction on his or her period of residence the 3 year rule doesn't apply.

The Niederlassungserlaubnis card from the mother of your girlfriend is not a Residence card of a family member of a Union Citizen and therefore not covered from the new regulations.

A german niederlassungserlaubnis is issued under german national law and not under council directive 2004/38.
The name for a residence card issued under directive 2004/38 is aufenthaltskarte-eu and daueraufenthaltskarte-eu for the longterm residence card.

Maybe you can contact solvit again and point out that you applied for a residence card for a family member of a eea/eu citizen.
Ask the question if it is lawfull to reject such a request with rules regarding to national immigration law.
Ask the question if its lawfull to withdraw any right of appeal.
