can British citizen mother of Irish citizen child apply for Irish citizenship after 3 years based on irish association ??

One may apply for anything, but I have never heard of anyone succeeding using this route. 'Irish association' usually means the great grandchildren or more distant decendants of an Irish citizen.

I think she would need to reside legally in Ireland for 5 years and then apply for citizenship.
