March applications are quick. The lady in NCS said, it is quicker than Oct 2013 applications.

I know this form is not related with my question, but I need urgently answer my question is
I got ILR March 2013 that time I passed life in uk test as well, now I am going to apply Naturalisation ,can I also need to pass B1 English certificate or only previous life in uk test report is enough, because I heard if any one got ILR before October 13 they are no need English certificate, please explain any one who knew about this thanks,
