Appeal to UTT before approaching FTT

Hi all
Once FTT allows appeal can HO challenge directly to UTT before approaching FTT.? If so within how many days HO has got time?

They need to ask Ftt for permission first to appeal to Ut, they have 5 working days to do that, if Ftt judge refuses permission to appeal, then they can apply to Ut for permission to appeal. Please see the link below.
