If someone is denied a Working HolidayMaker Visa, can they re-apply if their circumstances have changed?

Would denial of a WHM Visa cause denial of 'Leave to Remain' (6 Months Tourist/Visitor Stamp) within the UK?

Even if;

The Visitor has adequite funds for the Visit length
The Visitor has a return ticket
The Sponsor provides suitable accommodation
The Sponsor has Full-Time Work and a Disposable Income
The Sponsor will support and take responsibility of the Visitor

I don't see that there is anything to say you can't reapply for a WHM visa if you fail first time around. After all it is only money you lose and they gain, if it is a failed application.

It has been said on this site that some countrys visa applications are looked at closer than other, so depending on which country you come from, your will always be refused.

In terms of Leave to Remain, my understanding is that once you have a WHM your must return to your original country after the two years has expired.
Leave to Remain is only granted from all other categrie's other than WHM visa.

If I was denied a Working Holidaymaker Visa, would I be denied permission to visit the UK without a Visa? If I was from Canada

Can I go to Ottawa for an interview in person for this Visa?
