Time running out - is this doable?

Hi,

I'm helping with a switch from Tier 1 (PSW) to Tier 2 (General). The application on behalf of the applicant should be relatively easy. The problem at the moment is with the sponsor.

The sponsor has recently been granted a licence. However, this was done via a " representative" who seems to have let them down. They have no allocation of unrestricted certificates. The HR department has now taken the management of the process into its own hands and just today applied for level 1 access to the SMS. They probably won't get this until next week sometime. They will then need to use the SMS to apply for an unrestricted certificate. Once they have this they finally will need to assign it to the applicant.

The applicant's leave expires on 17th April, so around four weeks left. Is all this doable within four weeks so that he can submit his application before his current leave expires?
