Within 28 Days of Visa Refusal

I want to re-apply after a visa refusal. I just want to confirm from which date the 28 days start counting. From the day i receive the documents?? There are three dates dates mentioned on the letter. One on the top of the refusal letter, other just below the case worker signature and other where the secretary of state has signed.

So basically there are three different dates and all are different 20, 22, 24 February. From which date to start counting. If over stayer for one or two day will it be huge problem in the future????
