certified passport and BRP for spouse visa

Dear Seniors, moderators...

Please can someone let me know if ID documents such as passport and BRP can be certified by a notary or solicitor in the country where spouse is applying for the visa. OR it should only be certified in the UK only?

I want to certify from the home country where my spouse will be applying but I'm not sure if that is acceptable. My understanding is that it is acceptable as the home office guidelines only states certified by solicitor or notary and doesn't specify the country..

I'll appreciate help and guidance from seniors and experienced people...
