request to vary application returned ..payment problem

dear friends
i made a request to vary my application from tier 1 (ent) to SET LR. sent completed SET LR form with covering letter

HO returned documents saying did not fill payment page while in guidance it says if original application fee is higher than the new application then there is no need to make any payment.
anyone have idea what should i do?
please guide me.

Are you saying you didn't make any payment all ? or i did not understand your question.

yes i did not made any payment for set lr and left the payment page empty as i have already made payment for tier 1 ent which is the same fee and what i understand from guidance is no need to pay again in this case.

Well i have look at both application form and guidance notes but i didn't see that statement. Can you copy and paste the statement here and the link.

You always got option to make another SET LR application paying correct fees.

Yes, you are right they should have consider your application from the link you have given. Did you explain situation in the cover letter? It might be the caseworker didn't know that you are varying your application.
