yes, if your initial leave was T2 ICT Established Staff and you are changing sponsor
Will the cooling off period affect it?
no, cooling-off is only for entry clearance applications from abroad

unfortunately not because you didn't have T2 ICT leave before 6 April 2010. However, there is no limit on the number of extensions you can have
