Proving ENGLISH language ability - WITHOUT IELTS exam

Can one claim 16 points for ENGLISH (first language) without appearing at IELTS exam.

Kindly advise.

So long as you are from an english speaking country and all your education has been done in English then Yes.

But remember the IO can ask you to take the test if he/she is not convinced about your english language abilities.

i am not from an english speaking country but i have done all my third level education in english speaking countries. the canadian immigration never asked me for any english test.

I am currently permanently settled in an English Speaking country and English was the medium of instruction throughout my education.

Coming from an "English speaking country" will help only if you've lived in it. Alternatively, you may be a native English speaker but your country might not have English as an official language.
