Referee for child Application

Hi all,
Can anyone please let me know if Teacher who signs as a referee for child needs to be british citizen/British passport holder?
In guidance it's only mentioned that one referee can be a teacher .

No need to be British for Registration application (MN1).
Does need to be British for passport application (later).
Check the FAQ before posting!
Citizenship (adults, children, passport)
EEA (EEA FP, RC, PR, Surinder Singh)

You need 2 referees for MN application, one of the 2 refs must be a BC and over 25yrs old and the 2nd ref just needs to be a professional doesn't have to be British.
