Hi Anoop,
Answers to your questions are:
1) You can apply now or within 3 months of the issue date of your COS. If I understand correctly this is change of employment scenario (not the extension with the current employer)? Current visa expiry date doesn't affect your new applications. You don't need to wait till 28th May if you have been issued with a Cos.
2) You can apply for yourself only but in this case when you will be issued with a new BRP, then your dependant's current leave will become redundant and they will be considered as over stayer. Though, they can still apply within 28 days as over staying for up to 28 days is disregarded but the drawback is they will not get any right of appeal if their visa gets refused. To avoid this situation they will have to go back home before your application is decided and apply from outside UK to be on safe side (bear in mind this will involve cost as airline tickets, maintenance, expenditures back home e.tc which would probably be more than the visa application fee).
I would say apply with your dependants together to save time and to avoid complexity. I hope this will help.
