Kudos to the HO. The new form does try to address some of the unclarity in the previous form. In particular - applying as a jobseekr and under Surinder Singh (no need to provide the same evidence again and again. Only for the first time).

Citizenship (adults, children, passport)
EEA (EEA FP, RC, PR, Surinder Singh)
