B1 or A1 English Language Requirement?

Hi. first I am sorry for asking this very basic question. I am British Citizen and want to bring my wife and children to UK to live with me, can someone please advise me whether she need B1 or A1 english language level certificate.

I know that few years ago it was A1, but looking for information on HO website and internet, I am confuse about whether after 28 October 2013 its change to B1....or that B1 requirement only for applicants applying within UK for naturalisation and British citizenship?

English level A1 for entry clearance as a spouse.

B1is the requirement for ILR and Citizenship.
