I had the same problem with payment that you did, and I was applying from the US. Banks are just very wary if they see a charge attempt from a foreign country merchant ID, even if you (the customer) have asked that the amount be approved. There's so much risk of credit card/debit card fraud that banks would rather cause inconvenience to customers than approve charges that may cost thousands to reverse.
Having your application returned because the payment was declined does NOT count as rejection. Relax!!!!
I don't know the kind of certificate you are talking about but the rule of thumb is to include in your application ONLY materials that the HO mentions SPECIFICALLY in the HSMP Guidance notes. Extraneous documents are unlikely to help your case, and may even raise doubts in the caseworker's mind.

And re: age, if you don't submit either the birth certificate or the full driving licence, then you should make sure that you have an ironclad, 'exceptional and compelling' reason (such as war or natural disaster) why you're submitting not submitting either of the two main options. Inconvenience, I gather, may not be sufficiently compelling as a reason.

You need a certified translation from a professional translator, and then you need to have the translation notarized by a notary, then you need to send both the original (in Hindi) and the notarized translation with your HSMP application.
