Depends on the case. Some people have been getting responses in just over a month; for others it can be up to 8 months (maybe more if you have to appeal/go to court etc). There's no way of telling for sure. There is a timeline forum under the 'EEA-route applications' section of this forum. You should have a look.

Did you query why you don't have the right to work?

hi.
APPLICATIONS made under EU law should be dealt WITHIN 6 MONTHS for RESIDENCE card that's eu law.
AND SAME IT SAYS ON acknowledgement letter issued by HO as well which you receive after submitting EEA2 Appilcation forms.

if you are married than you should be issued COA WITH right to work until HO decided your application .
You may have to fight a battle more than once to win it.

It is strange that you havent got the right to work even though you are married to EU citizen. Home office might have doubt on your marriage as a marriage of convenience. You can call them and ask them to send you the right COA.

You could email them on: Furthernationalityenquiries@homeoffice.gsi.gov.uk

Or call on: 01516725626/08450102500/08706067766

There should be another one as well, it starts with 0300, but I can't find it! Maybe someone else knows?

I read someone on the EEA2 application timeline mention the 0300 number...
0300 1232253
They said:
''First I call that number. I get a prerecording starts "Welcome to the Home Office". I hit '2' to skip their prerecording. Then it rings 2 times and I get anotehr prerecording that starts off as "If you are a uk visa customer..." I hit '2' to skip this recording also. Then I get my two options, I hit 2 right away which is "For information about European applications...". Either it tells you how long your expected call wait is or you get "Due to exceptionaly high call volumes..." and it drops your call. You just have to try and get lucky. I was told last week to get at your phone and just at 9 oclock start calling. Using my method of hitting 2 the first two time to skip the recordings and then 2 for the option you want gets you to that decision if you're in the que or not pretty quickly.

FYI when I did get through was around 3:50pm. My wait time was only 4 minutes. When I called last week I didn't have any issues with them dropping my call, but the phone would ring about 25 minutes before someone picked up. Seems like they just upgraded their call system.''

I would email now (so they get it tomorrow and might reply in about a week) and call them in the morning if it's convenient.

It's hard to say how they will respond but it's always worth a try! They replied to all my emails about my renunciation of British citizenship in around 4/5days. I guess they have loads of emails to respond to so it wasn't that bad.

As Chaoclive said, it's worth a try. My husband has phoned them twice. The first time he got an abrupt guy but the second time he spoke to a lovely helpful girl. They WILL NOT transfer you to a caseworker, they can only check their system regarding the status of your application.
