I don't think there is any change in visa issuance. May be the whole process would have got bit more streamlined, stricter and tighter from an administration point of view but as such, I don't think there is any change planned or announced because of recent security alert.
For job recruitment, HSMP visa holders in country will not qualify anyway for those jobs(especially IT) requiring security clearance. So that doesn't apply to them.
