EEA2 application

Hi, I am a non EEA national and my bf is an EEA national who is exercising treaty right in the UK. We are not married yet but have been cohabited for nearly two months after knowing each for over six months. Would this qualify me to apply for a residence card by submitting a EEA 2 application form? or I would have to marry him to submit such a form?

As your situation you are not eligible for EEA2 RC.
You can submit your EEA2 form after marriage
Or
After two years cohabitation if un married
