Settlement for Husband from Pak to UK: Kindly help

I am a British National and working for an international security company as aviation security agent at a UK airport. I married in February this year and my husband will be applying for settlement visa from BHC Islamabad once I have 6 months payslips/statements.

I will appreciate any help as to if the below documents are sufficient:

6 months bank statements and wage slips
immigration solicitors declaration
attested copy of my passport
employment contract
original marriage certificate
marriage photos and other photos together
phone cards
Western union money transfer receipts (as I am supporting him)
Receipts from Royal Mail of parcels sent
Birthday cards/Valentines Cards

If anyone has info as to how long the application and waiting time is, I will most appreciate your help

Please tell me by whom do I get the Sponsorship Undertaking form SU07/01 counter signed by? ie. who will sign it officially?

Also please tell me what is the 'statutory declaration?'

i signed my Sponsorship Undertaking form SU07/01 i never got it counter signed and statutory declaration is basically like an oath but on paper just go to any lawyer and he will make you one
