You and your wife can first move to any EU state (be it Belgium, UK, France, whatever - apart from Holland). Let your wife exercise one of her treaty rights (ie. work, study, self-employed) for about six months or so, and then apply to go to Holland under the EU Regulations (which does not require you, the non-EU partner, to be conversant in Dutch).
Even though she is a Dutch citizen, you can request your application be considered under the EU rules, instead of the Netherlands national laws, so that she would be regarded as an EU citizen who has been exercising her treaty rights in another EU state, but now wishes to live in Holland.
I guess your primary concern at the moment should be making a decision about which EU state to go to. Like John has mentioned, what are your thoughts on moving to UK for a while? You can certainly write English!
