Ilr set(m) help needed urgent

Hi i need you help please as i am filling a set m form for my mum and she will attend her appointment this Thursday.

The questions are

1 does her husband need to sign? on page 32 of section 12 " if the account with the bank or utility company relates to another person who is to provide the applicant with financial support, that person should sign the following declaration"

2. The question 9.11 "how long have you lived in the uk" shall i put 1 year and 11 month?
