Tier2 ICT - English language qualification

Hello Friends,

I've following queries regarding to ILR.

Visa Type: Tier2 ICT
Entry clearance: 26th Oct 2009
UK Entry date: 7th Nov 2009
Visa extended in 2012 while staying in UK. Issued Residence permit
Visa Expiry date: 2nd Nov 2015

1] Can I apply for ILR 28 days before Entry clearance date or UK entry date. Getting different versions from Home office contact centre. Since my visa expires on 2nd Nov 2015, Is it recommended to apply 28 days before entry clearance date or there is risk of case worker rejection.

2] I have Bachelor Degree (Engineering) from Mumbai University. In PBS, using Tier1 extension as an option, I get 30 points for Degree and 10 points for English language. However, there is no such options for Tier2 ICT in PBS. I called up Home office and they say that I can't use Tier1 extension option in PBS for my Tier2 ICT visa. Please advise.

4 years 11 months 2 days i.e 28 days before first entry in UK

Tier2 ict - just take a printout of same calculator along with original degree certificate. There is only 1 pbs calculator

1) apply peo between 9 oct 2015 till 7nov 2015. Sooner after 9 oct d better
2) original degree cert shud suffice, if in doubt spend 55 extra n get naric by providing them with degree cert plus letter from uni. But honestly original degree cert is enough
