Could I have obtained a Tier 1 General?

Dear All,

I've just been looking through old news about the Tier 1 General scheme and I just want to check that back in 2010 I didn't make a mistake.

Basically in January 2010 I obtained a Tier 1 PSW from outside the UK (long story).

Thereafter I returned to the UK to look for work which I subsequently did in August 2010 and obtained a Tier 2 General visa in October 2011.

My question is:

Could I have obtained a Tier 1 General from within the UK at any time between Jan 2010 when I arrived back in the UK and 6th April 2011 when the scheme was closed entirely? I remember looking at it back in 2010 and deciding there was no way I could get it, but now it looks like maybe I could have. If so I made a BIG mistake.

Any comments could be appreciated.
