Change of employer visa fees

I have been offered another job with sponsorship, currently i am on a Tier 2 General.
I have two questions
1. Do i need to pay the full visa fee for myself and dependents i.e. £601 for postal.
2. Can i apply for a over three visa with the new employer as my current leave is for 3 years T2 and before ILR i need to apply for another T2 application which will be only 6 months away from the expiry of my current leave.
