can we present B1 after sending C1

Hi All
my friend sent C1 from Toic in 2013. He got letter that Toic is suspended so either send another certificate or wait until it is decided.
Can he send B1 or B2 as rules have been changed and new requirement is B1 and they have announced themselves that all changes will apply on old applications as well.

yeah u can do so.
i think its better if u get rid of TOIC certificate , sending another english(as demanded by HO) certificate may speed up ur case too.
