Hello, please help

I'm no eu national family member of eu national , I got married in July 2009 and issued with certificate of application on 23 July 2009 , in September 14th I was issued with residence card ,my question is when I can apply for permanent residence ..is in 23 July or 14 September . My wife she's Slovakian got 5 years treaty right since 2008 and got british passport in 2013 .

5 years exactly after you got married, provided you got married in the UK and that you're wife was exercising treaty rights for 5 years (which is not going to be a problem for you). You don't have to wait until 5 years after the RC.
