Before Refusing the HO would have made 2-3 attempts to contact The Bank Overseas.
In the appeal bundle they would have provided you how they contacted, the email addresses and all info would be on that page.
Check with your bank corresponding to the dates and times, why they did not respond.
If they can do it now, ask them to do it and also give the reasons why it was late like technical difficulties or whatever it was.
If the verification email reply from the bank can be done even at this stage, you can send in an email to the verification's department that your sole refusal was that, I am sure they will withdraw the decision and look at it again. ( I know a person in a similar situation, did exactly what I mentioned above, HO withdrew the appeal and was issued a Visa)
The email address will be in the HO bundle they provided you for your appeal.
