Earning Period 12 or 13 ?

As per the HSMP guidelines, they say a 12 month period out of the last 15 month period. I see people saying for ex from July 06 to July 07. But this is 13 mths period not 12. Should do it like this or use August 06 to July 07 ??

Use the Aug06 - July07 (or alternatively, July06 - June07), but stick to the 12-month.

Use a period of 12 consecutive months out of 15 months.
