tier 4 no recourse to public fund query

Can a tier 4 dependent (child) in her year 1 at state funded school also get free meal as announced by government from September 2014.

Will this be considered under public funds as on our visa no recourse to public funds condition is attached.

Please follow link below or search free school for every child at state funded school from see 2014.
