The last time when I checked Guide AN following .. Print out from Points based calculator was enough instead of NARIC or B1 CEFR
Now Point based printout is no longer valid. Is this correct ?...NARIC or B1CEFR is mandatory if you are not from a majority English speaking country.. ..
Now see Section 8..
a. have a speaking and listening qualification in English at B1 CEFR or higher, or
an equivalent level qualification;
OR
b. have obtained an academic qualification deemed by UK NARIC to meet the
recognised standard of a Bachelor’s or Master’s degree or PhD in the United
Kingdom and (i) UK NARIC has confirmed that the qualification was taught or
researched in English or (ii) the qualification was taught or researched in the
UK or a majority English speaking country other than Canada;
OR
c.are a national of a majority English speaking country.

I don't understand the source of your confusion... It quite clearly says that you need a degree certificate, and ONE of the following (and in this set, a PBS print out is mentioned)... So, what's the problem??
