Settlement visa outside UK finance

Greetings Everyone

I would like to know,
I will apply for my spouse to Bring UK in 3 months, I have started my new job in 1st of May and my salaries are 19k gross,
and my 6 month will be on end of October,
CAN I APPLY in NOVEMBER?

2nd question is I spend all of my monthly salaries and sometime goes to overdraft
my salaries come to my account, is there any problem with it that i spend all of my money?

I would be Very happy if anyone help me by giving me the best answers

You can apply once you have the specified evidence as per Appendix FM-SE and your spouse meets the Entry Requirements.

I'm yet to see anyone being refused for spending an overdraft, in fact I spend mine too every month and I'm confident it won't be an issue.
The main thing is to meet the financial requirement of 18600 and showing required proofs.
